В конце марта пресс-служба МВД России по Красноярскому краю сообщила о выявлении масштабной схемы мошенничества с государственной выплатой.
Трое жителей края оформляли фиктивные сделки, выдавали кредиты на покупку непригодных для проживания домов и квартир женщинам, имеющим право на получение материнского капитала. Затем в Пенсионный фонд предоставляли недостоверные сведения о стоимости купленных в ипотеку объектов и подавали заявление о направлении материнского капитала на погашение взятой ипотеки.
Получив средства из Пенсионного фонда, разницу между ценой купленной недвижимости и материнским капиталам мошенники возвращали клиентам. Таким образом происходило обналичивание сертификата на материнский капитал.
Весной Госдума рассмотрит закон, которым вводится запрет на передачу потребительским кооперативам средств материнского капитала. Необходимость в таких изменениях растет, отмечают инициаторы нововведений, учитывая, что кроме материнского капитала в последнее время появилась программа выплаты 450 тыс. рублей многодетным семьям на погашение ипотеки. Средства этой выплаты также могут обналичиваться потребительскими кооперативами по похожей схеме.
